November 13, 2025The Liberal Democrats have urged the Government to introduce a 5% cut in VAT and reform National Insurance to support the UK’s struggling hospitality sector ahead of this month’s Budget.
“We welcome this call from the Liberal Democrats, but Government need to ensure any changes in the Budget do not benefit the large chains more than the independent sector, who are feeling the brunt of the cost of doing business.”

Speaking in the Commons, Daisy Cooper MP, the party’s deputy leader and Treasury spokesperson, called for VAT to be reduced from 20% to 15% to boost trade in pubs, restaurants and takeaways. She also proposed a lower National Insurance band for part-time workers to help protect jobs and encourage more flexible employment across hospitality.
